The fleet has found a new source for water but it's still down on an ice planet and Roslin decides to use a ship with  convicts to mine the ice. The plan seems to fail when a political prisoner named Tom Zarek leads an uprising on board the ship. He questions the legitimacy of Roslin's government and demands free elections to be held in the fleet. But is that really his goal?
